What you can do is largely controlled by which Operating System you are using.
HP Smart, for example, in Windows (where the "smartest" version of the application is available) is not the best tool for the job of printing "actual size" images. HP Smart Mobile is even less well suited to this task.
Again for Windows:
Programs / Software like Paint (mspaint) can be used to print photos. Once the basics are understood, the program is fairly easy to use and will might even work in a user restricted environment. Paint can print photos in "actual" or original size.
Copy, if you actually mean to use the term, is not Print - Copy is sometimes not very smart, particularly as used from the printer control panel.
Depending on the printer model, Copy can benefit from having the Copy Defaults adjusted.
Open your favorite browser > type / enter Printer IP address into URL / Address bar
Tab Copy > Settings > Default Settings / Copy Defaults (wording can vary)
Set Resize to "Actual" or Custom" and 100%
