My is connected to an old Wifi network and the control panel is locked and will not let me reset anything.

Thank you for posting your query, I will be glad to help you. 
It sounds like your HP OfficeJet Pro 7740 is locked with Admin Control Panel restrictions, preventing you from changing the Wi-Fi settings. Here are a few ways to reset the printer and regain access:

Restore Network Settings (via Control Panel)

Try resetting the network settings:

  1. On the Printer Control Panel, press the Wi-Fi icon or go to Setup.
  2. Navigate to Network SetupRestore Network Settings.
  3. Confirm the reset, then restart the printer.

Perform a Semi-Full Reset (Hard Reset)

A semi-full reset will unlock settings without erasing the firmware.

Steps to Perform a Semi-Full Reset:

  1. Turn off the printer and disconnect the power cable from the wall.
  2. Press and hold the buttons (varies by model). Try one of the following:
    • Option 1: Press and hold Back (↩) and Cancel (X) together.
    • Option 2: Press and hold Wi-Fi and Cancel (X).
    • Option 3: Press and hold Power and Help (?).
  3. While holding the buttons, plug the power cable back in and turn on the printer.
  4. Wait for the Reset/Service menu to appear.
  5. Select Semi-Full Reset.
  6. The printer will restart and allow Wi-Fi setup.

Use HP Embedded Web Server (EWS)

If you know the printer’s IP address, try resetting it via HP’s Embedded Web Server:

  1. Find the printer’s IP address:
    • Print a Network Configuration Report from the printer’s control panel.
  2. Open a web browser on a PC connected to the same Wi-Fi.
  3. Enter the printer’s IP address in the browser (e.g., http://192.168.x.x).
  4. Log in using Admin credentials (if set).
  5. Navigate to NetworkReset Network Settings.
  6. Reconnect the printer to your new Wi-Fi.
