I joined the HP INSTANT INK program on 10 Dec. 2017.
On my profile I can see you shipped to me n° 2 ink cartridges for my printer HP Officejet 4650.
The tracking is n. [edit] and it is assumed that the cartridges were delivered on Dec. 31, 2017, but I never received them.
I am going to finish the tricolour cartridge.
Could you send me the ink as soon as possible, please ?

The document here has information on contacting HP Instant Ink Support to resolve shipment issues.
I am not an employee of HP, I am a volunteer posting here on my own time.

Thanks to the person who answered me, but I did not solved my problem.
I am surprised that on my account HP Instant Ink there is no possibility to report the non-receipt of cartridges in a simple and immediate way.
I think I would just need an e-mail address of HP Instant Ink Assistance for writing a private message containing all my data, in order to get as soon as possible other cartridges.
I tried all ways on line to contact HP ... I could not find the "chat" nor other ways to send a private message.
Could anyone help me ?
May be Cheron could write me again in private giving me an address to write to ?

Welcome to HP Support Community,
Normally, the Instant Ink program would auto-detect the low ink and ship a replacement cartridge, only when the printer isn't constantly connected to the internet or there are connection issues, is when that doesn't happen.
Your HP Instant Ink account page contains the data on past deliveries and estimated shipments.
It also helps you understand what state your cartridges are in based on HP's data,
Any issues will be shown with its solution using a step by step approach, to make it easier for you!
Do you see a tracking# generated? You'll find the shipment details on your Instant Ink account Page. Once you login, click on the "Ink Shipment" located on the left side of the screen.
Please send us a private message with your Instant Ink account details or you may also respond to the private message I've sent out and I'll help you out, accordingly.
Check next to your profile Name, you should see a little blue envelope, please click on it. Click here for more details on how to access the private messages on HP Forums.
