I am in El Salvador, bought new cartridges for my HP8600 in the U.S. and now I get the message Cartridgest not compatible. I've been reading somo posts and I think a need an agent to help me with regionalization

Hi,

An agent may help resetting a printer to a new country after moving with a printer to another country, not to reset a printer to accept ink cartridges purchased from another country, you may find below support document on this topic:

Step 2: Obtain compatible ink cartridges for your country/region
Before you contact HP, you must have a full set of genuine HP ink cartridges for your current country/region.

I follow your link and step 3 says the following: Once you have a full set of genuine HP ink cartridges for your new country/region, HP support can reset your printer so it accepts the ink cartridges available in your current country/region
