Ink Cartridge Error

When trying to print, the error message reads: "please reinstall or change identified ink cartridge (ours it is the color ink) and make sure it is installed properly".  We have reinstalled the ink cartridge, cleaned the cartridge and the inside of the printer, changed the cartridge, rebooted the printer.  Nothing seems to work.  Any suggestions on what still could be wrong or how to fix this problem?  Thanks
