Can you setup the Arris with a different IP range & connect it to ethernet port on the printer & a computer.
Make sure to use new ethernet cables.

To recap,
printing a copy from new 8720 from the printer panel - pass
printing from new 8720 over WiFi or ethernet - fail
Is the new 8720 on the same power circuit?

printing a copy from new 8720 from the printer panel - pass YES
printing from new 8720 over WiFi or ethernet - fail YES
Is the new 8720 on the same power circuit? - They are on two different panels on opposite sides of our office.
