Blank screen, tried to unplug and plug back in several times since blank screen, tried holding in the on/off button for 60 seconds and longer still doesn't help still unchanged blank screen.

I understand your HP OfficeJet 4650 is showing a blank screen even after power resets. Let’s go through a few steps to check what could be causing this.

Try a full power reset

Turn the printer on → unplug the power cord from the back (not the wall).

Wait 60 seconds → plug it back in → turn it on again.

Check the screen backlight

Shine a flashlight at the display at an angle.

If you see faint text or icons, the screen’s backlight has failed.

Try a key combo to force a restart

Press and hold the Power button + Back button (if present) together for 15 seconds.

This forces a UI restart in some models.

Remove any SD cards or USB devices

External devices can freeze the startup process.

Restart the printer with nothing connected.

Check for signs of boot looping

Listen for repeated beeps, relay clicks, or fan/paper feed noises.

If it repeatedly tries to start, the control panel board may be stuck.

Disconnect the printer for an extended reset

Unplug the printer and leave it off for 10–15 minutes.

This clears residual charge from the control panel.

Try a different power outlet

Plug the printer directly into a wall outlet, not a surge protector.

Low voltage can prevent the screen from initializing.

Check if the printer appears in HP Smart

Open the HP Smart app on your phone or PC.

If it shows online or partially responsive, the internal display assembly may be the only failed component.

If the screen stays completely blank with no response

This points to a failed control panel, ribbon cable, or logic board.

The OfficeJet 4650’s touchscreen is a known failure point when it goes black with power still on.
