Margins are typically tied to the content type (document / photo), the application or software used, the size and shape of the original content, and the paper size and type.

 

For example,

Print Documents

 

In general, Documents are scaled one of a few ways.

 

For example, Fit, Shrink oversize, Actual Size, Custom Scale

 

(Shrink to) Fit might be a better choice when the size and / or shape of the original document do not fit within the confines of the printable area.

 

Actual Size might produce a better result when (for example) Fit or Custom Scale tend to skew the content oddly and miss the borders of the paper.  Labels, for example, might benefit from being printed at "Actual Size".

The way the content is printed on the paper and forced into a shape to match that paper size depends on the size and shape of the original file -- and importantly -- the application / software used to print the content.
