Hi @Dwjr

Welcome to HP Support Community.

Thank you for posting your query, I will be glad to help you.

If your HP OfficeJet Pro 8600 Plus printer isn't powering up and the power button only blinks when the surge protector is turned off, it suggests there might be an issue with the power supply or internal components of the printer.

Here are some troubleshooting steps you can follow to try and resolve the issue:

1. Power Cycle the Printer

This is a simple first step to see if the issue is related to a temporary glitch.

  • Turn off the printer using the power button (if possible).
  • Unplug the printer from the power outlet.
  • Wait for at least 60 seconds before plugging the printer back in.
  • Press and hold the power button for about 15 seconds to drain any residual power.
  • Plug the printer back in and try turning it on again.

If the green light still blinks but the printer doesn’t turn on, proceed to the next steps.

2. Check the Power Cord and Power Source

It's important to ensure that the power cord and the outlet you're using are functioning properly.

  • Inspect the power cord for any visible damage or fraying.
  • Plug the printer directly into a wall outlet (bypassing the surge protector) to rule out a power strip issue. Sometimes surge protectors can malfunction and prevent the printer from receiving adequate power.
  • If possible, try the power cord with another device (like a lamp) to verify that the outlet is working.

3. Check for Printer Errors or Misconnections

  • Unplug all cables (USB, Ethernet, etc.) from the printer, leaving only the power cable connected.
  • Check if the printer is completely disconnected from any network or USB connections. This can help rule out any potential communication or power issues related to peripherals.

4. Test the Power Supply

If the printer still doesn't power up, the issue could be with the internal power supply.

  • Check for any error codes or flashing lights on the printer’s display (if any).
  • If the printer’s display is completely dark, the power supply unit (PSU) may be malfunctioning. If you have a voltmeter or multimeter, you can test the voltage coming from the power supply to check if it’s providing the correct voltage for the printer.

5. Perform a Hard Reset

Performing a hard reset can sometimes resolve power issues.

  • Turn off the printer.
  • Unplug the power cable from the back of the printer.
  • Wait for 60 seconds to allow the printer to reset.
  • Press and hold the power button for 30 seconds to drain any residual power.
  • Plug the power cord back in and turn on the printer

I hope this helps.

Take care and have a good day.
