Microsoft Windows 10 (64-bit)

I recently bought a used OfficeJet 8600 at a thrift store. It works fine except that it doesn't print in color. When I tried following the directions on some of the posts about this issue I ran into some features being locked. The control panel says " The feature has been locked by your system administrator or the person who setup the printer."

 

I see the fix for this is printer specific. Could you please send me the instructions to reset my printer?
