The driver apparently didn't install completely because I can't run HP Solution Center.
I can access the web server on the printer by using the IP address in a browser. I set it to a static address.
The driver seems to install except that it won't find the printer when I select a wired network printer.
This printer has been working for years with Windows 7.
Surprisingly, I can still print, but I can't scan since the Solution Center won't run.
If I use the print and scan doctor, it tells me I need a new driver, but if I then try download it from that program, it always fails.
I have installed the driver with a data of Aug 3 2015. That seems to be the latest one.
I don't know whar else to do. I need some help.

The problem I have been having is that I can't scan because the driver doesn't complete the installation. I can print, but not scan. So I just gave up on HP. I don't think they will ever address the issue to everyone's satisfaction.
I found some open source scanning software that works. Problem solved for me.

Welcome to the HP Community @Ron128,
I hope to help you with the installation issues you're having with your Officejet 7410 on Windows 10. Below are some suggestions I have for you to try. Let me know what happens. If you see any error codes or messages, please tell me the specifics.
Start with power cycling the network devices:
Turn off the printer and computer and unplug the router for 1 minute (do not press any buttons on the router).
Plug the router back in and wait another minute, next turn on the printer and computer.
Perform a Clean Boot on your computer:
1. Begin by typing “msconfig” in the Cortana Search Box and then click on MSConfig (Run Command)
Or on your keyboard press the Windows + R key at the same time and type Msconfig in the run window, then click on OK or hit enter.
2. Now choose Selective Start-up
3. Remove the check from Load Startup Items
4. Click on the Services tab
5. Check “Hide all Microsoft Services” and then click on Disable All
6. Click on Apply and then on OK.
7. Click this link to download the full driver and software: HP Photosmart and Officejet Full Feature Software and Drivers
Now open up the software and try scanning, and try printing too!
Reminder: Go back in to the Clean Boot instructions and enable the start up services!

Try testing the hard drive by following the link below. The hard drive may be failing, or the OS may be corrupt.

I tested the hard drive and it passed.
Then I found a sotware package called Easy Recovery Essentials. I used I used another package called Easy USB creator to make a bootable USB with the Easy RE package. I was able to fix my laptop so it would boot.
I still can't complete the printer install. I am reluctant to do what you suggested before because it seems to have caused the boot problem.
BTW, when I tried to change msconfig, it didn't work. After restarting, the configuration had not changed. Startup items were still loaded and Microsoft services were not hidden.
Do you have any other suggestions?

I still can't complete the installation. Printing works so I know my PC can access the wired printer using my wireless connection It doesn't make any sense why the software can't find the wired printer on the network.
I tried running Windows 10 in safe mode with networking. But I couldn't get networking to function. I have no clue why that is.
I tried changing msconfig again. That still won't work. After making the suggested changes above and restarting the PC, the setting have not changed. Startups still start and all microsoft services are not hidden.
What is going on here? It seems to me to be a bug either in msconfig or the new software for the HP 7410.
Has anyone managed to do this successfuly?

Hi there Ron,
Seeing how the printer and computer are communicating as the printer will print from the PC, I would suggest that you try installing the free app "HP Scan and Capture", to see if that software will find and scan for you instead.
