I got an error message after trying to replace ink cartridge. Printer didn’t recognize one of the color cartridges even though they are HP brand. I called HP Printer support and got the run around. The HP rep wanted to charge me a fee for tech help even though the printer is less than 12 months old and still under manufacture’s warranty.

Hate to say but you likely stumbled on one of the many fake sites that popup on an ongoing basis. If there was a phone number directly on the page it is unlikely an HP site. For warranty issues the correct procedure is to start a case at support.hp.com and if the issue cannot be resolved at first level, your issue would get escalated. No one from HP is going to ask you for money to help with a printer that is under warranty, the exception would be damage caused by user abuse or neglect.
