Officejet Pro 8600

received the following error
Printer Failure
There is a problem with the printer or ink system.  Turn off the printer, turn back on
If you continue to get this message, contact HP.

Issue happened after I received a msg that the Cyan cartridge was empty, and I replaced it.  I've now replaced it with two MORE brand new cartridges.  Neither power off cycling (for over 1 min), or changing out cartridges... seams to fix.  The only thing that seams to make the Failure error go away is putting the old empty cartridge back in... and getting the empty empty/replace msg.

I've tried the "contact HP" as the message says, but apparently there is NO ONE to contact.  Every attempt sends me to the "knowledge" bank or "Community support".  So here I am.

This is a hardware issue. However, if you have tried all the steps from this document and still having issues, I recommend you contact phone support.
