I want to print over USB cable, not wifi. The printer is on, I can print "information" pages, I have the USB cable plugged in correctly, and sometimes it prints when I ask to print a document, but usually it does not. Usually if it does, I have to press the 'i' button, then it prints the printer information page then my document. Most of the time, it does not print the document. Sometimes if I power cycle the printer, it then prints old docs that had not printed. 

 

Since I can occasionally get it to print, I think the USB cable is fine, the printer is powered, my PC is set up to see the printer. But at this rate I cannot print as needed. 

 

I've tried the full 'Power drain' and disconnected the printer for 3 minutes, and powered again - no dice. I tried using HP Smart App to print but it just says "The printer is not connected to the internet" (again I do NOT want to use the internet, only USB). I have already tried turning off both the printer and computer to maybe reset everything. Didn't work. 

I'm very frustrated with this printer so far and it seems to only print occasionally. Please help.

You left out an important detail "model of printer". some models absolutely require an internet connection and if you purchased one of those and want to  use only on USB you have the wrong product.
