I have the HP Office Jet 4650. My printer won't turn on. Error code OXB9380CF6 came up. Realized there was a paper jam so I took care of that. I disconnected everything, waited 5 minutes, took out the ink cartridges, plugged it back in, held the on button for 30 seconds but it still won't start. Help, where do I go from here?

I understand your OfficeJet 4650 won’t turn on after the OX B9380CF6 error, even after clearing the jam and trying a reset. Let’s go through a few steps to check what could be causing this, honey.

Start with a full power reset
Unplug the printer from the wall and from the back of the printer.
Wait a full 60 seconds, then plug it directly into a wall outlet (no surge protector).

Check if the power supply is warm or cold
Touch the black power brick on the cable.
If it’s completely cold, it may not be delivering power; if it’s overly hot, it may have failed internally.

Try a different wall outlet
Move the printer to a known working outlet on a different wall.
Sometimes outlets with loose grounding cause the printer to fail to power on.

Reconnect with the ink cartridges OUT
Plug in the printer first without any cartridges installed.
A defective cartridge can sometimes trigger a startup fault.

Check for any stuck internal parts
Open the ink access door and gently move the carriage left and right.
If the carriage is locked or very difficult to move, the printer may be stuck in a mechanical fault that blocks startup.

Inspect the rear paper path door
Remove the rear access door and ensure the rollers spin freely.
A roller jam in this area is a common cause of the B9380CF6 hardware error.

Try starting with all cables disconnected except power
Disconnect USB cable, Ethernet, or phone line (if used for fax).
A bad cable can sometimes interfere with power-on.

Watch for any signs of life
Even a brief light flash, sound, or half-turn of the rollers helps identify whether power is reaching the main board.
If you get absolutely nothing — no sound, no flash — the power supply or logic board has stopped responding.
