I am unable to customize percentages before resizing a page using Smart Tasks.

@ScholarHelper47, Welcome to the HP Support Community!
The resize options are limited on the HP Smart app.
1) Launch the app.
2) Tap on print photo.
3) Select the photo you want to print and click on the print icon for more settings options.
4) Click on "More Options" and then click on "Scaling".
There is no option to set numbers/percentage to resize it. The only options are fill page or fit to page.
