Same issue but the answer isn't working

This exact issue is presenting itself. 

New cartridges inserted but the self check/test page print that normally automatically happens isn't kicking in. 

I tried turning off the printer, waiting and then turning it back on. I tried unplugging it as specified inthe solution presented and neither is working. This kind of thing always happens at the time when a printed document is the most important thing at hand. So frustrating.
