I am planning to buy, in India, a printer that fits the above iso criteria. Preferably below Rs.10K

The link here: https://www8.hp.com/us/en/printers/print-permanence.html refers to the RISE site here for HP Inkjet and Laserjet products that meet the ISO 11798:1999 standards for print permanence and durability.  Most of the HP products are Laserjet, but there are inkjet products on pages 8, 10 and 11 of the RISE site here: http://publiccert.extweb.sp.se/en/Product/Search/HP.

 

The least expensive printer that uses these cartridges may be the HP Officejet Pro 8210.  It is a bit above your desired price at Rs. 12,471.

A different search on the RISE site indicates that the HP 62/62XL Black cartridge is also listed (but not the color - would only apply to B&W printing).  This cartridge is used in the following printers.  I do not know which are available in your area but these would likely be less expensive than the Officejet Pro 8210:

 

  • HP 62 ink cartridges work with: HP ENVY 5540, 5541, 5542, 5543, 5544, 5545, 5547, 5548, 5549, 5640, 5642, 5643, 5644, 5660, 5661, 5663, 5664, 5665, 7640, 7643, 7644, 7645.
  • HP Officejet 200, 250, 258, 5740, 5741, 5742, 5743, 5744, 5745, 5746, 8040.
