What is "Local Technical Experts"?

For over 3 weeks, I've been trying to get an issue with Duplex printing resolved. 

 

 

The response they came up with was regarding an earlier issue I was ALSO having and one that I made clear repeatedly that it had resolved itself (HP BUG) more than a week ago. Today someone asked for my personal info, serial number and model, which I provided, along with yet another very clear list of whom I've attempted to talk to and what I myself have been doing the past 3+ weeks while waiting for NO ANSWER. After providing all of that information, that "person" dared to claim that I needed to check the manual to see if my printer even does duplex printing! That in spite of constantly and consistently telling these very poor HP representatives that duplex printing is working but it is working incorrectly! Plus, this "person" has my printer info so should know very well that it does perform duplex! I'm so angry with this whole situation....

 

The he tells me to contact my "local technical experts". No number, no additional information..... So I want someone from HP to tell me who I'm supposed to contact and why I should be put off again and again and again.
