What you may be getting is toner pickup and redeposit due to the toner not being bonded fully to the page. This typically does not require cleaning but rather making sure that you have the paper type on the printer set for heavy or cardsstock paper type to ensure that the fuser is hotter and the printer runs slower. This issue is also more common with non-HP toner. Can you post a sample?

Clean what? outside? inside? You need to be more specific. If you had a toner dump, you require a proper vacuum cleaner to remove toner. Do not use compressed air as this can drive toner into the optical system and result in print defects.
