depleted cartridge needs replacing

My Officejet Pro 8720 says the blue cartridge is depleted, but it's easy to confirm it still has ink.  Any suggestions?

If you remove the cyan ( blue) ink cartridge and you gently shake in your hand you feel liquid ink inside cartridge?

What about other cartridges do they have ink?

Yes, all cartridges when gently shaken indicate there is ink inside.  I'm of the belief I have a bad/faulty cartridge since it does not indicate an available ink level on my dashboard.
