I don't have a set-up cartridge, how can I over ride?

There is no override feature for this printer. It could either be an issue with the ink cartridge or the ink system.
If you have already performed the steps from the document HP Ink Cartridges - 'Use SETUP Cartridges' Error and the issue persists, it could be a hardware failure.
Please reach out to the HP Support in your region regarding the service options for your printer.
