Samsung Xpress C1860fw

I am having trouble printing with out print quality issues like, blue/white horizontal streaks across whole page. The toner cartriges have been replaced and they are the standard samsung toner cartriges. Made sure the printer calibrated, reset to default settings, powered down and powered back up the printer. Removed and re inserted toner cartriges.

There are a couple of things you can try to improve the issue.  

One is to remove the toner containers for the colors you are using and resdistribe the ink and reinstall.  Check the ink levels for the toners.  If the are down to approximately 2/3 empty you may have to replace the toner.  One last thing is to check the toner waste bin to see if it needs replacement.  I have been able to stretch the life of the bin by emptying it instead of replacing it, temporarily.
