1. Samsung ML-1660 won't power up. Cable is good, when I press start button both light panels won't turn on,
should I check the fuse first?
2. Second problem I also noticed that the fuser roller becomes wavy, looks like it was overheating, should it be replaced or can be printed like this, any Ideas?

If the fuser is wavy , probably the thermal-fuse is blown.
The thermal fuse turns of the powering on cycle.
This printer has a known issue of capacitor life ending about now. If the fuser fuse is ok, you can check the power unit board capacitors.
But i should warn you, you shouldnt poke arround the printers electronics if you`re not experienced with electronics.
Just a electronics enthusiast trying to fix everything.
