I have the same error, my scan to email is not working. I have a HP Officejet Pro 8600 Plus All in one. I have tried uninstalling the software for the printer and reinstalling it.

I discovered today that my email attching problem was also happening in Office Excel, so I google searched a solution for that error message and found the following solution:
"-Stop outlook
-Delete: "C:\Program Files (x86)\Common Files\system\MSMAPI\1043\MSMAPI32.DLL"
-Start outlook
This fix the problem for me. In my organisation we have put this fix in the login script."
I followed these steps as well and I solved all of my scan to email and email from excel problems.

I understand that you have an HP Officejet Pro 8600 Plus e-All-in-One Printer and it is unable to scan to email. You have uninstalled and reinstalled the drivers and the issue persists. I appreciate the steps you have performed and have certainly done a good job.
May I know what operating system you're using?
While you respond to that, please go through the following steps to enable to scan to email option:
For Windows:
Depending on your printer model and email application, you can attach a scan to an email with options on the printer control panel or you can use HP Scan from the computer.

Confirm the following requirements for the scan to email feature. If you do not meet these requirements, you can manually attach the file to an email message by saving the scan to a folder on the computer.

In most cases, scan to email works only when a local email client such as Microsoft Outlook, Live Mail, or Mozilla Thunderbird is installed and setup on the computer.

Web-based email accounts (Gmail, Yahoo Mail, Hotmail) must be configured through your local email client to scan to them. Check your local email support site for additional information.

Start the scan, depending on your printer type.
-
Printers with touchscreen or LCD menu control panels: From the Scan menu on the printer, select your computer name, and then select Email as PDF or Email as JPEG A new email message automatically opens on the computer.
Additionally, some Web-enabled HP printers have a Scan to Email app in the Apps menu that sends emails directly from the printer using your printer's ePrint email address.

Printers with buttons only or printers without scan to email menu options: Continue to the next step to start the scan from the computer.

Search Windows for 'HP', click your printer model name in the results to open HP Printer Assistant, and then click Scan a Document or Phototo open HP Scan.

Select one of the email-related shortcuts (Photo to Email, Document to Email, Email as PDF, or Email as JPEG), and then click Scan.
The scan preview opens.

Click Send.
A new email message automatically opens with the scan attached.
For Mac OS:

Open Finder
, click Go in the top menu bar, click Applications, and then double-click Image Capture.

Click your printer name in the Devices or Shared list, and then click Show Details at the bottom of the screen, if necessary.
After the preview of the scan displays, change the following settings:

Scan Mode: Select the scanning bed or automatic document feeder, depending on where you loaded the original on the printer.

Scan to: Select Mail.
-
Name: Type a name for the scan file so that the email recipient knows what the attachment is.

Format: Select the file type for the scan. When you select the PDF or TIFF format, the Combine into single document feature is available to save multiple page documents or multiple images into a single file.

Click Scan.
A new email message automatically opens with the scan attached.

I am running Windows 10 Home, Version 1709.
Even when I use the scan on computer with HP Assistant it will scan the document, however it will not attach it to an email. This feature had worked until about November 2017. I can scan documents to my computer and then manually attach them, however I really liked the scan to email feature and used it often. I would like to solve the problem of why it no longer works.

I suggest you go to the printer's EWS page and enter the following settings:
Try setting as following and let me know the results:
Default From: Enter your email address here.
Default Display Name: xxxx
SMTP Server: smtp-mail.outlook.com
SMTP Port: 587
Always Use secure connection SSL/TLS (checked)
Validate Server Certificate (UnChecked)
Maximum Size of Email: Unlimited
Server Requires Authentification (checked)
User name: enter your email address
Password: email account password
NOTE: To know the IP address of your printer, touch the wireless icon on the printer and it should display the wireless settings which should have the IP address listed. Type the IP address into the URL of the web browser to access the printer's EWS page. Just like how you type a website address to visit that particular website.

I see that the issue persists. At this point, I would request you to contact our Phone Support and our Support Engineers should be able to Remote into your computer and sort this out.
Step 1. Open link: www.hp.com/contacthp/
Step 2. Enter Product number or select to auto detect
Step 3. Scroll down to "Still need help? Complete the form to select your contact options"
Step 4. Scroll down and click: HP contact options - click on Get phone number and phone number appear.
