IF you are referring to Scan > Edit > Rotate,
I've read that this might happen.
I'd only seen the "blocked" bars when editing images (I have not had reason to rotate document pages).
The solution that worked for me was to uninstall / install (update) the HP Smart Application.
Unfortunately, that doesn't seem to have helped "everyone".
What else?
There is a "Critical" Firmware update listed for your printer in Category Software and Drivers
READ the Description - then consider updating the Firmware

If you cannot get HP Smart to properly rotate the document page(s).
Try / Consider: HP Scan and Capture
Scan an Capture does not provide all the options in HP Smart - it may work for your purposes.
I just tested Scan for a document page - Rotate works as expected...
