How to enlarge an item 2" x 2 1/2" to a readable size - full page?

HP Laserjet Pro MFP M227
Microsoft Windows 10 (64-bit)

I have a tiny wallet-sized document (a DD-214 for you veterans) that needs to be enlarged to a readable size.  How do I do this? Not having any luck.

Hi,

First, please make sure you place the original on the correct lcoation on the Flatbed Glass, according the marks to the flatbed glass's side, see Loading the original being copied:

Next, see the Enlarge or reduce the copy size section, be sure to set the correct paper size for the paper in the tray, then select Resize and select Fit to page from the shown options.
