Welcome to the HP Community Forum.
1) Why can’t I just scan something without being online ?
2) I also have an E 3 amber lights and the Bluetooth is connected.
I’m just trying to scan without having to go through <trouble>just to make a copy.
1) If you are running a compatible Operating System,
Install the Full Feature Software -
Printer software supports print and scan.
Depending on the Operating System, installing the printer software provides a foundation for installing and using other print / scan programs and applications.
Example - Install Printer Software
As long as you are not making use Save to Email or other services that require an account access, the printer software does not require that you sign in.
If you cannot (do not want to) have the printer on the normal network ("online"), consider using Wi-Fi Direct as described in the User Guide - DeskJet 2700 Series Page 23
Note the explanation on Page 20 regarding Bluetooth (USA).
If you are using an iOS or Android mobile device, make sure that Bluetooth is turned on. (HP Smart uses Bluetooth to make the setup process faster and easier on iOS and Android mobile devices.)
NOTE: HP Smart uses Bluetooth for printer setup only. Printing using Bluetooth is not supported.
2) E3 indicates a paper jam error.
