I am having the same problem posted 1 year ago for the Office Jet Pro 9018 with faxes greater than 3 pages.  It stops midway in the 4th page and goes no further.  Printer firmware is up to date.  No solution has been posted.

After several calls to HP support and the case referred up to Level 2 and Level 3 support, turning on "Scan and Fax" in Fax prefereneces corrected this problem, as recommended by a lead Level 2 support tech.  Also recommended setting the fax resolution to "standard".
