I can print from my computer but when i want to scan to my email address it says can't connect to web services

Certainly possible - The source of the issue could be a network connection issue, could be the Web Services in your region....

 

As you know, Web Services is not the same thing as being connected to your local network.

 

Easy "might work" idea:

Restart everything, including the router that controls your network.

Depending on your Operating System / version and the software / application you are using,

Scan the content > Save the file > Email to one or more recipients

 

Windows - HP Smart application

Add the sender address to the Windows Mail app

HP Smart > Scan > Scan Presets (content type and other settings) > Scan the content

Optionally Edit the scanned content > Share
