It is true that some of the scan applications and / or software available for Windows 10 do require the printer to be on the network.
Most domestic scanning operations that require a "network connection" are satisfied with a Wired Ethernet, standard Wireless, or Wi-Fi Direct (wireless between printer and computer - no router).
Scan-to-Email requires the printer be able to run Web Services and connect the printer to the HP Cloud services (on the Internet). Scan-to-Email also requires one or another type of email client / mail service connection to your email address.
Scan-to-Network folder, where supported, requires a number of settings and permissions and always come method of accessing the destination.
