Scan in high resolution as an image (jpeg or png) then resize it.
use Microsoft paint or any free resize program or upload the image to free Adobe Express
You could also use a smartphone to take a picture as long as the image can be jpeg, png or whatever the reducer app likes.
Are you trying to reduce it to allow it to print an a label printer? If so, most label printer come with software to do what you need.
ACDSee is a good app for image editing and is cheap
