Laserjet mfp 428fdn not found during network scanning

Product: Laserjet mfp 428fdn
Operating System: Microsoft Windows 7 (64-bit)

This new printer scanner is not discovered during install "Network ChecK"  "checking network configuration" with the full-featured software HP software bundle on a Win 7 machine.  It does install fine on win 10.  I a certain I have the correct IP address, on win 7 machine, i can connect to it via web browser using its ip address. Have tried print ans scan doctor, it shows the device as not installed, but then just directs me to download the same software package that i already tried to use.  It is possible to load a print driver separately using "add printer,: but of course the scan function is not enabled.

 

I cannot even install the software to completion when using direct USB connection in the "connection options" screen and the software setup option for this config. I suspect some kind of registry error or service is not right, but have no idea where to look.

 

When plugging directly via USB, the Twain and WSD drivers will load, but the scan software still fails and complains it can't connect to the scanner.
