At this writing, You cannot "go back" to the way it used to be.
I don't expect you to like the answer - we frequently do not have any control over the solutions.
What else?
If you have not done so, download-save-install the Full Feature Software for the printer
HP Easy Start Printer Setup Software
About 2/3 of the way through the setup, you will be given the opportunity to select the software - select the "Full" driver set (as opposed to the basic driver).
After the software is installed, Restart the computer and log in.
Full driver provides print and scan functions (even if HP Smart continues to be stubborn).

Comments
The "normal" turn around time to open HP Smart - with the new login / Cloud Services requirement - is about 5 to 15 seconds. Three minutes is excessive but I cannot offer an explanation. I'm on the West Coast of the USA - far enough away from your location that our experiences may not share a common path / setup.
I usually open the application and let it sit minimized until I want to use it.
Not ideal, but it works and the app doesn't mind sitting quietly until needed.
