If you are referring to the Edit > Rotate behavior in HP Smart (Windows), the issue has been reported (several times).
Presumably, the following might work:
Uninstall the HP Smart Windows App > Restart computer and log in > "Get" a new copy of the HP Smart app from the Microsoft Store
Works for some - not for everyone.
What else?
HP Scan and Capture lacks some of the features of HP Smart Windows - that said, the Rotate does work and you can save the edited results.
HP Scan and Capture - Microsoft Store (formally Windows Store) - Requires Windows 8 or higher
