I used to be able to scan to email but now every time I try it  keeps popping up error message which reads ‘Cannot connect to web services’.

True - Printers that support Scan to Email also depend on Web Services --

 

Web Services is the mechanism that connects your printer to the Internet.

Without it, access is limited to within your local network.

 

Depending on the age of your printer -- and the model -- Web Services looks different in EWS (Embedded Web Server).

 HP printers - Managing the printer internet connection (Web Services)

 

Web Services is used to connect the printer to the Internet in general with the added "bonus" of having to connect to HP Services at the end of that journey.  Web Services then recognizes the printer and hands it to whatever service is "next".  For example, Web Services might hand your printer to ePrint, Instant Ink, HP+, or certain Cloud services.
