Welcome to HP Support Community, @yaowen

Thank you for posting your query, I will be glad to help you.

A Code 28 error in Windows Device Manager indicates that the drivers for the HP ScanJet 3000 scanner are not installed. Follow the steps below to resolve this issue.

1. Check USB Connection

Ensure that the USB cable is securely connected between the scanner and your computer.

Use the original USB cable that came with the scanner, as some third-party cables may not function correctly.

Try connecting the scanner to a different USB port, preferably one on the back of the computer.

2. Verify Power Supply

Make sure the scanner is plugged into a working electrical outlet.

If the scanner is connected through a surge protector, confirm that it is switched on.

Turn off the scanner by pressing and holding the Power button, wait for 30 seconds, and turn it back on.

3. Install the Correct Drivers

Open Control Panel and uninstall any existing HP ScanJet drivers or related software from the Programs and Features section.

Restart your computer.

Reinstall the HP ScanJet 3000 drivers using either the original setup CD or by downloading the latest version from the HP Support website.

4. Reboot and Reconnect

After reinstalling the drivers, restart your computer.

Reconnect the USB cable once the system has fully restarted.

Check Device Manager again to confirm that the scanner is now recognized without any error.

5. Additional Troubleshooting

Ensure that your Windows operating system is fully updated.

Check Device Manager once more to confirm the status of the scanner.

If the issue continues, try using a different USB cable or test the scanner on another computer to determine whether the problem is hardware-related.

I hope this helps.

Take care and have a good day.
