Scanner Won't Scan Whole Document

Hi. My nephew painted a Halloween picture at school and my sis asked me to scan it so she could use it as her Halloween card. The picture is 18" high and 12" wide and is painted on heavy paper. Since my scanner can only scan up to letter-size paper, I was going to scan it in sections. So I placed it face down on the scanner and set it for letter size. But when I hit "Scan," it only scans a small portion of the picture; it looks about 4x6". I have to scan it as a photo, because the document setting only works if you feed the item through the feeder, and I can't do that; it'd ruin the paint. But I note that the photo setting only allows scanning up to 4x6" photos. I found a setting that let me choose "Whole Area" (not sure those are the exact words), but it didn't fix the problem. 

Can someone give me some advice on this? Thank you.

I see that your HP OfficeJet 4650 All-In-One Printer will not scan 18" high and 12" wide picture as flat bed scanner limit is only letter size.

I am afraid, that's how the printer is designed.

However, as a workaround you may take a snap shot of the picture and print it.
