Content is perhaps saved to the last folder you saved the same type of content in the past.

In general, Saving scanned content is a manual process -- that is, you have to first select to Save / Share the content.

After selecting to save the content, the next steps depend on the application / software you are using.

This, in turn, is impacted by the device you are using to scan.

The application might include a "default" where it wants to save scanned

Example - HP Smart - Windows - Scan > Photo > Save

Example - HP Smart - Mobile (iOS) - Scan > Save > Destination

In cases where you do not see a destination folder, check the settings that govern the Scan process.

For example, 

HP Scan (Windows - part of the full driver printer software) will save content into the Destination folder.

Example - HP Scan - PDF - Menu - More > Destination

What else?

HP Smart - Shortcuts - can save content into a Cloud Storage drive / account.  It is possible to select a sub-folder in that account as the final "save destination"
