When I insert the paper to scan the light isn't on nor is the printer grabbing the paper to scan

There is usually either a flag or optical sensor near the rubber pad where the paper loads and broken or dirty sensors can cause a failure. I have also worked on situations where old paper was trying to be scanned and it was curled and failed to activate the sensor.
