When I try to scan to email, I get a message that states "printer could not connect to web services" I do have a cable from the computer to the printer.

Web services require a network connection to the printer, is it connected to the computer with a USB cable?

 

Assuming it is not connected to the network, you would need to connect it wirelessly or with an Ethernet cable to allow web services access, then the Scan to Email app can be used:
