My HP Photosmart c309a has stopped scanning, too!  I have re-installed the printer after downloading the latest driver.  I'm running Win 7.  I have undertaken the steps you outline in your very helpful post: Stop the Shell Hardware Detect and WIA and then restart them.  After a computer reboot I still get the same error 0x00000015.  I am unable to scan from the printer control panel, too. What further steps can I take?

I found the WMI says its manual and the shell hardware detect states started automatic.  So any thing else I can do to get the scanner to scan

I tried the info given by the HP person. It did not fix the error: 0x00000015.  Any help would be appreciated.

 

This happened when I changed from scanning a photo to a document.

I had the same issue and I have fixed it by updating device driver to latest version and removing the power cod of printer and scanner and by adding it again. Hope this help you to resolve your issue.

No, that doesn't work.  All those services are running.  I scan a page or another one, then I get the error message.  I can turn the printer off, then on again, sometimes it then works.  Sometimes it doesn't.  Are there solutions that work?
