Error 0x00000015

I get message:  "Operation could not be completed (error 0x00000015).  The device is not ready." when I try to use CanoScan LiDE200 with my Pavilion dv7-4183.  Scanner appears as OK in Device Mgr. and with Printers and other Devices in Control Panel.  Operating system is Windows 7 (16 bit)
