Copier will not copy an original photo onto photo paper. Is this normal for an Officejet Pro 9025? Do I have to scan the photo into my computer and then print the photo?

Not sure - never tried it - always scan, save, and then print.
However, there are places to check your setup / settings for Copy.
When you load paper into the tray, tell the printer control panel about that paper change.
Check / Adjust / Retain the Paper at the Printer Panel
Open Printer Tray,
If you have not yet done so, add desired paper type
IF applicable for your printer:
Look for a message on the Printer Control Panel,
Click Modify (wording varies), set the paper size and type, Click OK
NOTE: If the size of the Paper Size is not in the Drop-down list, Select Custom
and / or
The settings in Tray and Paper Management can be adjusted.
Check the Embedded Web Server (EWS) settings for Copy Defaults and Tray and Paper Management.
EWS requires your printer to be on your network.
Open your favorite browser > type / enter Printer IP address into URL / Address bar
