I am just wondering if the blue smartsheet needs to be reloaded before each print

No, the blue sheet is only needed when the paper from a new pack is initially loaded in the printer.  You may want to keep the blue sheet, in some cases I have seen it suggested to run the sheet again if the colors are not printing properly.
