If you want to know if the laptop you bought was previous used and is being sold as new the best you can do is run a forensics app on the drive and look for app that were "deleted".   A re-format of drive actually does not remove them but a "wipe" drive will

Filescavenger can spot deleted file under a re-formatted partition
