HP Pavilion gaming laptop

Hi I've had an issue with my laptop for the past few days it's practically brand-new and I got it off of display at a store.  originally whenever I was a factory resetting it somebody turned it off before it finished factory resetting which I assume gave it a problem because days later it ran out of battery power and when I charged it and turned it back on it it would give me the please wait so I assumed it was booting up but something went wrong where it would then go to a black screen it is on but all I can get to show is the mouse and with the background being the black screen

 

So I tried repeatedly press f11 and factory reset it it doesn't let me and it tells me that there's a problem it then tries to diagnose the problem via hard drive scan/repair  in which it said that it didn't work 

 

I'm able to enter the f11 startup and at the BIOS. But that's it.

Have you created recovery media?

 

If not refer to this document: https://support.hp.com/in-en/document/bph07143 for Obtaining PC Recovery USB Drives or Discs.
