ELite x3

I have an HP X3 ELite Phone stuck in blue recovery mode loop.  BCD error.  Tried everything to get into flash mode.  Nothing seems to work.  Any advice?  Is there any way to boot from a SD card to get access to data?

I am having the exact same issue.  Bought the phone from the Microsoft Store yesterday, it updated overnight and this morning is in this infinite loop.

I downloaed the WDRT but the next instructions are to "power off the device" WHICH I CANNOT DO.  None of the suggested ways of holding down various buttons helps.  I never get to the exclamation point screen.

Please help.
