Envy 8 Note battery not charging when turned on

Operating System: Microsoft Windows 10 (64-bit)

I found this tablet in storage a couple weeks ago. I cleared it out and installed Windows 10, and it's doing fine except for the battery. Whenever the tablet isn't asleep or off, the battery monitor says it isn't charging even though it is plugged in directly to the wall. It also seems to lose battery life very quickly when it is asleep and not charging. I'm wondering if there is any way to fix this on my own, perhaps with some driver or software patch I missed installing earlier. Please let me know if there is a solution.
