Disable Android Device Manager in Device Administrators and then clear the data on the Google Play Framwork App.  i had this issue on a Moto E2 and that fixed it for me.  a factory reset is another option.

I ran into this when I purchased an HP Slate 17 a couple of weeks ago. The previous owner factory reset it, and immediately I went to Google Play store and started to get apps from Google. Of course the Play Store balled up, and I was getting this relentless dialog box.

My immediate solution:

  • I factory reset it again.
  • I made one stop at the Google Play store, and got a File Manager & installed it.
  • I then got rid of Google Play Store - wiped it off the machine, and rebooted.
  • I then downloaded my apps' .APK files from the developers' sites, after having them confirm I had purchased the apps, and placed these files on a micro-SD card.
  • Using the File Manager app, I installed the .APK files from the card.

I was encouraged by the previous owner to try & root the thing, then get a newer version of Android to run. I decided not to do this right away, since I am using the HP Slate 17 for one reason - as a sheet music reader. This version of Android's Bluetooth does not play well with my AirTurn PED, so after this musical season's over I might upgrade it at that point, just to see if I can get the pedal to work.

The issue is HP decided to use android o/s but android stopped support Oct 17 but HP are doing nothing to help apart from unboxing asking for information. Don't see why they need information as it's every slate 17 KitKat last HP product I will ever buy customer service none existant and robbery for selling an expensive tablet with a 3 year life before it becomes a paper weight
